The RC&D Program began at the local level by a Board of Directors made of members or representatives of the County Boards of Supervisors and the Soil and Water Conservation Districts in the five county area of Cedar, Clinton, Delaware, Dubuque, Jackson, and Jones counties. The Board was incorporated in November of 1991. In 2003 Dubuque County was added to make a six county area.
